Brazilian pesticide industry call on the authorities to accelerate the pesticides’ registration by Classifying and takin
2011-10-26

According to Brazilian media reports (Gazeta do Povo), recently ANDEF called on authorities to speed up approval of pesticides' registration, to change the approval procedures of registration and shorten the waiting period of three years and a half. It is suggested to discriminate in favor of some products whose registration do not need to be evaluated. And suggested to differentiate the "New products registration" and "Follow-Me registration".

At present, the registration procedures of update packing, changing manufacturer and changing the registrant (called as CNPJ in Brazil) ware same with the Technical's registration procedure which needs to be classified and analyzed. ANDEF appealed to discriminate in favor of this type registration of "CNPJ". If the CNPJ registration can not be approved quickly, it will affect the pesticide industry directly and will cause manufacturers stopping production and supplying. So Authorities should relax policy on this type registration (CNPJ): “Authorities can patrol the manufacturers anytime, if Authorities find any one of manufacturers' relevant documents is wrong or find the products' label is not same with CNPJ registration. Authorities can punish the manufacturer or stop their production.

But ANVISA explained that the reason of slow approval is registrants do not really understand the registration regulations.  And 99% registrants made mistakes when they submitted registration files, the most common mistakes was that they misunderstood the regulation of Toxicology determination and had to submit more registration files, so the registration approval became slow. But ANDEF thought that the main reason for slow approval was authorities' misconduct and lack of professionals who worked on management of pesticide registration approval.

2011-10-18

Recently, the farmers and Consumer Protection Agency(CPA) in Thailand appeal to forbid the four high toxic pesticides to protect the users from carcinogens. CPA suggested that DOA prohibits Carbofuran, Dicrotophos, EPN and Methomyl. At present, these kinds of pesticides have been forbidden in USA, Canada, UK, India, Malaysia, Vietnam, and some countries in EU.

CPA asserted that if DOA refuses this request, CPA will apply for the usage prohibition of the four pesticides to the court.

However, DOA announced that it is almost impossible to forbid these several pesticides which toxicity is low. If they are used according to the specifications in the correct methods, these products can not result in any hazard to the users.

According to the analysis and research result of Global Industry Analysts, the global glyphosate market is expected to reach 1.35 million tons in 2017. The growing plants in large amount of genetically modified crops and biofuel crops, a large amount of promotion of no-till farming system, and the nonsubstitutablility of glyphosate itself, will promote the growth of the market in the next few years.

From the perspective of region, Asia-Pacific with its double-digit economic growth will promote Glyphosate market, and become the biggest one, followed by the American market.
